The Digital Economy and Society Index (DESI) is a composite index that summarises relevant indicators on Europe’s digital performance and tracks the evolution of EU member states in digital competitiveness. It is composed of 5 principal dimensions:

  • Connectivity (fixed and mobile broadband, fast and ultrafast broadband, broadband price index
  • Human capital (internet user skills, advanced skills and development)
  • Use of internet services (activities online, transactions)
  • Integration of digital technologies (business digitalisation, e-commerce)
  • Digital public services (e-government, e-health)

With an overall score of 69.9, Finland is on the top of the 2019 ranking, followed by Sweden (69.5) and the Netherlands (68.9). Luxembourg ranks 6th with a score of 61.8. However, the country stands out in several of the main dimensions.

Second best digital connectivity

Luxembourg ranks 2nd among the EU countries in Connectivity. This is due to the wide availability of fast and ultrafast fixed and mobile broadband networks, as well as to the increasing take-up levels for fast and ultrafast broadband. The country is fully covered by fixed broadband networks.

Number three in human capital

The country ranks 3rd in Human Capital and improves its score slightly compared to 2018. The percentage of individuals with at least basic digital and software skills was well above EU average in 2017 (ranked first). The share of ICT specialist as a percentage of total employment has increased to 5 % and is well above the EU average of 3.7 %.
